UNIVERSITY LECTURERS CHALLENGE GTEC’S POWERS, CALL FOR STRONGER PROTECTION OF UNIVERSITY AUTONOMY
The University of Cape Coast chapter of UTAG and other higher-education leaders have called for clearer limits on the Ghana Tertiary Education Commission’s regulatory authority, arguing that some interventions affecting staffing, university structures, retirement arrangements and academic programmes risk undermining institutional autonomy. Speakers at the 2026 UTAG-UCC Experts’ Forum stressed that GTEC remains an important regulator and that universities must remain accountable, but called for clearer legal responsibilities, stronger consultation and transparent dispute-resolution mechanisms. GTEC’s powers under Act 1023 include regulation, accreditation, coordination and advisory functions, making the core disagreement one of how those powers should be exercised in relation to university councils and academic boards.
