GHANA INTENSIFIES SCRUTINY OF FOREIGN RECRUITMENT NETWORKS AND MAJOR INFRASTRUCTURE PARTNERSHIPS
Ghana is intensifying scrutiny of foreign partnerships as authorities investigate alleged recruitment networks that have drawn Ghanaians into Russia’s war in Ukraine while policymakers push for stronger oversight of major infrastructure and investment agreements. Government figures have indicated that 272 Ghanaians were reported recruited into the conflict, with the reported death toll later rising to 62 and 15 people missing. Russia denies deliberately conducting unlawful recruitment of African nationals. Separately, the IMF has urged Ghana to strengthen procurement compliance, independent project reviews and transparency around major infrastructure investments to limit fiscal and governance risks.
